Do you have any more information on a target environment ? Securing
a WinNT cluster of servers behind a firewall is a very different
discipline to building a truly secure data-center (physically and
electronically secure).

How paranoid is your financial controller (how much is security going
to be allowed impact on functionality ), or to put it another way -
is this a need for 'real' security, or will warm fuzzy feelings created
by the judicious application of the requisite buzzwords be sufficient ?

The person you seek is a very different body for each of those two 
possibilities.

So if you can elaborate a little on the class of environment you might
get the interest of those who can do it, but normally avoid buzzword
driven job-specs (on the very real grounds, that if the job spec isn't
functionally complete - or a good way there - then the end result may
never be acceptable to the person signing off on the invoice :)
