On the other hand, http://www.eircomlab.com/pstn_pub/pstn.pdf says
it's ETS 300 659-1, using ring pulse alerting signal and FSK V23
data. This, in turn, eventually led me to a page I found the last time
I was checking this out:

  http://www.ainslie.org.uk/callerid/cli_faq.htm

But from there I'm a bit lost since the FAQ deals primarily with UK
Caller ID (which is apparently its own private hell, but there you
go.)

In my searches I came across one toy which plugs into the serial port
and the phone line and provides non-intrusive CLI (well, other than
adding to your REN) so that may be a solution if you're really
keen on setting up something that works.

Cheers,
Waider.
