I remember having the same problem in gnome on RH7.0 (whatever the
default is with it). The fix was to edit $HOME/.gnome/session (I
think) and change Rootdir= to the home directory of the user. In
the version of gnome I have now, it's in .gnome/session but the
bit to edit is CurrentDirectory=. I'm not using Ximian, but this
might point you in the right direction.
