Mandrake can also be downloaded in binaries optimised for 486 chipsets as
far as i know....

/etc/hosts.allow will need to be set, as you've figured ... man hosts.allow
should give you details ...
The only other caveat is that Mandrake is Pentium optimised ... so many
packages, and the kernel may not work correctly on the 486 machine you have.
The parallel RedHat version might be a better choice ... as while there are
i586 packages available ... it's generally compiled for the lowest common
denominator ... i386 ...
