VMS
HP-UX (I think didn't have one)
Ultrix (you call that a C compiler? what DEC we on we'll never know)
WinNT (posixish enough for the sake of this argument :-)
also on my not sure is Digital UNIX I'd expect it not to come with a
compiler because VMS didn't..
