The problem is not with HTML, anybody can do that, even with 
Mozilla/Netscape.  The problem with web sites is where to post them.  The 
free hosting sites load your pages with adverts, that you may not wish to 
endorse on your site.  Also, very few of the free sites provide resources 
such as PHP, Perl, Python scripting, Postgres/MySQL databases, eCommerce 
(in case some one wants to make an on-line donation to an organisation).  
Again, ILUG could at least help and advise if not provide hosting.
