PHP/Apache/Postgres combo comes to mind, especially with the ability of 
PHP to generate other .pdf documents on the fly (handy when wanting 
dynamically generated data in a non-editable document).

You may also want to explore the possibility of a docbook/cvs 
combination, to maintain editions of documents.

If you want something quick, rapid development, modular, and pseudo-
relational, check out WODA - Web Oriented Database Administrator.  It is 
a Perl/Apache combo that works well, and databases can interact with each 
other on a very basic level: http://www.ddatabase.com/

I am interested in seeing what other ideas people suggest.
