I tend to think that it is more a driver issue, redhat states that :
NCR 53c810 PCI Scsi Controller is the only one compatible, if it is the
one you have, then something might be wrong (as you were saying) in the
bios or firmware.
The official ncr support site seems to be down (http://support.ncr.com),
i'm sure a big site maintaining firmware drivers is out there, you might
google for it :)
