Of course there is - the retail IP connectivity price = wholesale price +
margin for the ISP's costs + profit.

It seems to manage to make business sense in Germany, France, and Spain, to
name three countries of which I have personal knowledge of ADSL pricing and
service. It also seems to manage to make business sense in at least the UK,
Italy and Malta (Malta for frigs sake - I wouldn't even have been sure they
had electricity there :-) ).
