[ILUG] [ot] secure sites

does anybody know whether it is possible or even likely for a site to be secure
even though it doesnt have the padlock or key symbol in ie or netscape. Was
looking at a banks online service for someone earlier  and it didnt't have it,
there weren't any frames so that wasn't affecting it.
