In case it might help, here are some notes I assembled preparatory
to reconstructing my lost http://linuxmafia.com/pub/linux/backup/ 
directory.   They specifically address _tape_ backup, but much of
the software cited probably will fit your needs.  (Can't help you
with the MS-Windows stuff.)

Amanda (Advanced Maryland Automatic Network Disk Archiver),

dump/restore.

Tob (Tape Oriented Backup).  No longer maintained.  Final version

Front-end to tar or afio.

shell script.  Will use dump, cpio, or tar, in that order of preference.

Kbackup, http://kbackup.sourceforge.net/  ncurses-driven (or
command-line) front-end to afio or tar.

Datbkr, http://www.psychosis.com/datbkr/  Fast, light script front-end
for tar.

star, ftp://ftp.fokus.gmd.de/pub/unix/star/ Highly optimised version
of tar.  (Double-buffered FIFO streaming, does sophisticated diffs.)

Re-find and add:  files for rsync, afio, cpio, tar (+ bzip2 patches),
dump/restore for ext2, dump/restore for XFS, and a set of utilities for
recovering damaged tarfiles.
