It doesn't require it, but support for MIME does imply support for
Quoted-Printable. Cf. rfc 1521 . 

(One thing that pisses me off about ESR is the assumption of some kind
of hacker hive mind implicit in stuff like `It sometimes looks like
we're hostile to newbies and the ignorant. But this isn't really
true.' Me, there's days when I'm hostile to newbies and the
ignorant. Not that I qualify for this hive-mind, anyway.)
