 It's a UI issue. When you have focus on a text box, all key commands go
to text boxes; and if they are ctrl- or alt- prefixed they are ignored. I
think it's really an issue with GTK. Perhaps you should be able to tell
them "Call this handler, if it's a normal keypress, call this one for
alt/ctrl/meta keypresses". But it would require completely changing the
API.

 That's my guess, of course.
