In a manner of speaking it is illegal to sell a PC without windows.
I went into PC World some time ago and was dead set on buy a 1 GHZ athy which at the time was bleeding edge.
In any case the dude wouldn't sell me the machine, citing the fact that he couldn't find the 'driver disk' and it was illegal to sell the PC without supplying me with the drivers.
It had a winmodem, fortunately a conexant, but had it been a USR then drivers for it 'wouldn't' exist, therefore the drivers for it could never be given to me except for a windowz machine, therefore selling me the PC with anything other than windows installed would be illegal as it would be impossible to also sell me the drivers.......
Microsoft is watching me....... and I like it /:D
