Articulating my point.

You need to use something like wvdial.
Assuming you have an external modem.
You will also have to install the pppd yourself.

Basically I think you 'need' a network to get this to happen or
you can chroot as the quote suggested
or
you can try to wangle wvdial and pppd from another distro to work on
Gentoo.

Yes in fact now that I think of it, do a small install of Slackware or Debian with just a base install and wvdial, then chroot into that install. A 300mb partition with a base install and wvdial + pppd from either of the afore mentioned should suffice for this.

Run wvdial from that install and from the Gentoo vt, install the system.
