There probably isn't one.
/etc/muttrc is the usually general one
~/.muttrc is the specific user's one
but mutt will not create it for you, it'll just run on defaults. If you go
to mutt.org you'll get example ones or google for the mutt config generator
which is around on the web somewhere.
