According to the man page it should show some pids.

I get something like:

[root at duck nickm]# ipcs -p

------ Shared Memory Creator/Last-op --------
shmid     owner     cpid      lpid
0         root      1296      1309
32769     apache    1309      1309


------ Message Queues PIDs --------
msqid     owner     lspid     lrpid

[nickm at duck nickm]$ which ipcs
/usr/bin/ipcs
[nickm at duck nickm]$ rpm -q --whatprovides /usr/bin/ipcs
util-linux-2.10s-3mdk

This is a Mandrake 8.0 box. What are you running there?
