Any operator can upgrade the exchange for DSL through Local Loop Unbunding
- it is not solely an eircom responsibility. There is no legalk or
regulatory reason why this can't be community funded, therefore I suggest
you contact the operators and in particular Esat BT who have a number of
rural exchanges upgraded. Via Networks use a different option (wholesale
bitstream) which would require Eircom to upgrade the exchange
