Bingo! No lock file, but no write permission. Add myself to uucp
group, perhaps.

But that leaves me with the problem of write permisision to
/etc/ppp/pap-secrets (group daemon).

I may have screwed up some groups (tty for /dev/ttyS1, uucp for
/var/lock/, daemon for /etc/ppp/pap-secrets), but surely it should
be simpler than this? setuid root? How do that?
