i don't think the odca put up the signs. merchants were putting them up.

yes, consumers can return items under certain conditions and the merchant
must offer cash if asked. there are other situations where the merchant
is not required to accept the item back. in that case they *can* accept
the item and only offer credit notes or whatever.
however in the cases where the merchant must accept a return they must
offer the option of giving cash back. so "no refund" and "credit notes
only" are *not* correct. just like a lot of contracts/nda's in the tech
industry their only purpose is to intimidate people. that's wrong.
