From personal experience, the speed at which cdparanoia rips is based on
your hardware. I experienced many of the same problems as you are
reporting when I used my old 48-speed CD-ROM drive. After I got a new
DVD-ROM drive, I was getting much better speeds, without any tweaking
involved.
