Most likely it's doing a reverse DNS lookup on the source IP address of
the connection. DNS takes AGES to timeout.
Shouldn't you be using OpenSSH anyway? It'll probably still suffer the
same DNS timeouts until you fix that, but it's a much better solution
than telnet.
