works fine here with XF4. i added:

*font: -misc-fixed-medium-r-semicondensed-*-*-120-*-*-c-*-iso8859-15
*VT100*font2: -misc-fixed-medium-r-semicondensed-*-*-70-*-*-c-*-iso8859-15
*VT100*font3: -misc-fixed-medium-r-semicondensed-*-*-100-*-*-c-*-iso8859-15
*VT100*font4: -misc-fixed-medium-r-semicondensed-*-*-120-*-*-c-*-iso8859-15
*VT100*font5: -misc-fixed-medium-r-semicondensed-*-*-140-*-*-c-*-iso8859-15
*VT100*font6: -misc-fixed-medium-r-semicondensed-*-*-200-*-*-c-*-iso8859-15

to the Xresources (ie ~/.Xdefaults or .../X11R6/lib/X11/app-defaults/XTerm)

and xterm worked fine. (keyboard set to UK - altgr+4)

gnome-terminal doesnt work though, for some reason altgr+4 maps to the
one-quarter symbol rather than ¼.

which is weird. how can different apps have different keyboard
mappings???
