I don't know if this might help but this is how I have mgetty set up. It
might help you.

Redhat 7.1 - fresh install

init-chat "" ATZ OK ATM0Q0V1E1S0=0&C1&D2S11=55+FCLASS=0 OK
answer-chat "" ATA CONNECT \c \r

(the init string was taken from using wvdial, when it creating it's own conf
file)

* -         -       /etc/ppp/ppplogin

(I found the autoppp didn't work all the time. This is because I was using a
peculiar modem to dialin ... don't ask, so I just made mgetty run this
little script, rather than worrying if it detected ppp or not... in fact
recently it has been, but it still runs fine anyway)

/usr/sbin/pppd -detach noauth proxyarp asyncmap 0 crtscts modem debug \

(you probably don't want to use exactly these settings, i.e noauth or novj,
but as before, I had to do some messing around for the particular modem
dialing into the box)

That's it. Hope it helps. Also, if you get into trouble, it's best to reset
mgetty i.e.
<comment out mgetty line from inittab>
init q (to reread that file)
<comment line back in>
init q
