For practical purposes, I personally consider the time to spawn off
additional browser windows, after the first one, much more significant.
(And I don't think I'd want to load some backgrounds process whose sole
purpose was to get the first browser instance into my face sooner. This
seems pretty much smoke and mirrors.)
