I have set up an ntp server for the network in work.

It is syncing to a stratum 1 server and two stratum 2 servers on the
Internet.

Which is all fine the server is happy and is keeping its time in sync.

I had this working fine but since I updated the server to debian woody.

The clients on the network won't use it to sync saying it is a stratum
16 server.

If I understand ntp properly which I probably don't then my server
should report itself as either a stratum 2 or a stratum 3 server is this
correct?

And can tell me either how to fix this or how to tell the server what
its stratum is.
