MPlayer has the excellent mencoder - look it up on Freshmeat.

I have a couple of movies that are encoded at 50fps, and only mencoder
(and MPlayer) had an option to select playback speed. Also useful if
you just want the trailers from your movies, and want to encode less than
25 frames per second.

The latest MPlayer supports subtitles, so I guess mencoder also does that
(haven't actually compiled and tested 0.60 yet ;).

The default output format from mencoder is DivX ;-) (aka hacked MPEG4)
with MP3 audio. It sounds nice to me, depending on the bitrate, and
I've managed to squeeze down quite a few movies to very small sizes
(less than 350 megs at VHS quality).

NOTE:DivX ;-) is a low-bitrate format, so your luck will vary.
