Bad experiences with magazine subscriptions are rather more usual than
unusual, sad to say (though casting my mind back, the bad experiences I've
had with magazine subscriptions have been with computer magazines. Never had
a bad experience with a subscription to a non-computer magazine - maybe they
use better computer systems :-) )

If you haven't received the goods you ordered and you get no satisfaction
from the vendor, contact your card issuer who should organise a refund for
undelivered goods. I'm going down that road WRT Scan (which won't surprise
many people, I suppose). It may be a tad trickier with a magazine
subscription where you've not received PART of what you ordered.
