I think the more important issue is what problem(s) should this tool solve?

Is it primarily for editing zones, managing acls for queries, acls for zone
transfers, managing a single server or multiple server configurations?

I'd say that whether you use lex/yacc or something else is really irrelevant
until you know what  problem you are trying to solve.
