Haven't used sendmail in a while but according to
http://www.sendmail.org/m4/features.html
there's no ``all_masquerade'' FEATURE, perhaps you mistyped it, as
``allmasquerade'' is there.
It can also be a dodgy option if you want to use aliases with
masquerading domains.
