I'm not sure you're doing anything wrong.
I'd strace apache to see exactly where it's
fouling up. I think there were a couple
of regressions lately in the 2.4.18 timeframe
wrt permissions. What kernel version Mandrake 8.2?
Try a 2.4.19-pre out.
