 iconv(1) is your friend in situations like this:

   iconv  -f windows-1251  -t WHATEVER  FILE_WITH_STUPID_M$_ENCODED_MESSAGE

 where WHATEVER is the encoding you use (typically iso-8859-15 or
 maybe utf-8).
