[ILUG] announce: galway lug list

this is to announce the creation of the wesht-linux at doolin.com mailing
list.  the goal is to increase face to face lug meetings and to discuss
issues that relate to linux use in the west of ireland.  technical and
other general discussions should still be directed to ilug.
