Mandrake has this functionality with its urpmi software

I have a tutorial on my sit for seting up an rpm source here: http://sisob.dyndns.org/index?section=mandrake&page=netrpm 
The creating a source section is the only one that is relevant.

I'm not sure if redhat have any such functionality yet
