The readers file is optional, strictly speaking... these files are, I presume,
in /var/cvs/CVSROOT?

No such user is, alas, a generic error message that can mean that something
else is wrong (much like out of memory on older Windows systems). I refer
the Honorable Gentleman to the following, in order to Help Himself:
http://www.cvshome.org/docs/manual/cvs_21.html#SEC180
and
http://www.cvshome.org/docs/manual/cvs_2.html#SEC30
In the latter, note specifically the bit about who the cvs stuff is run as.
