It's like none of these admins have the time to deal with the bazillions 
of complaints they no doubt receive. Particularly true of 
dialup/cable/dsl network admins - the source of a good number of proxied 
attacks. The Evil People crack whatever neglected machines they see 
going then use them as a launchpad to crack other boxes or steal their 
bandwidth to DDoS the target of their choice - remember that when Eircom 
are charging you by the megabyte for your ADSL.
