If you set ftp to use passive mode it will only use one channel.
So you can tunnel ftp but scp is a nicer option.

I don't think so.  It's not practical to tunnel ftp, in large part
because it uses two separate TCP ports at the same time.

My advice:  Learn to love scp.  ;->
