Isn't the difference between passive and non-passive FTP a question of which
side sets up the data connection, and hence opens the port. With normal FTP,
the server initiates the data connection on a high port of its choosing,
hence the problems with firewalls. With passive, the client opens the data
connection, but AFAIK there are still two connections and two ports used.
