A sms number can be for a premium service, hence the explosion in
"adult sms services". The british telcom regulators recently closed
down a number of these services for sending un-solicited "sexy"
messages to random people. When people engaged in a sms exchange whey
were getting billed something like £1 per message. :)

Isn't SMS to everywhere a simple one-price-fits-all cost, just without
any form of delivery guarantee? Certainly my provider lists no special
charges for SMS beyond their own network.
