Found it, I'd been installing the latest nis for debian but reading an old
doc. The old one doesn't say to start ypserv first. I cant check until I get
home tonight but I think that will fix it.
The best thing you can do for linux is RTFM :)

ypserv can't start until it has maps (well, possibly it could, but
most init scripts look for the server dir to exist at least). the nis
Makefile doesn't start ypserv, it assumes ypserv is running (which is
why it calls yppush when it remakes a map). and it's yppush that is
talking to portmap and finding that the nis routines are not available.
however, it's wise to make sure portmap is running since rpc errors don't
always indicate the problem. in this case it could just be ypserv isn't
running or that portmap and ypserv aren't running.
