I have this in my muttrc:

 # Forward messages as proper MIME attachments, with all headers intact, etc.
 set mime_forward=yes

That's what you want.  It'll attach the original message to yours as a
message/rfc822 attachment, which will include the complete headers of the
original message, all the attachments, and everything else, in a format
that should look nice to any good receiving mail software.
