[ILUG] OT Perl question

I have the following lines of code, I keep getting whiney messages from 
diagnostics. Does anyone know a more polite way of itterating through a 
hash reference ? 

sub mail_all_users(\%) {
my $users = $_[0]  or die "missing argument \$users in func mail_all_users";


foreach my $name (keys %{users}) {
    print "ALERT " . $name . "*".  $users->{$name} . "*\n" ;
}
}
PS I have already googled/read the book
