Whenever I hear "Network service foo suffers delays of up to minute", I
tend to think the cause might be failure to set up or fully populate the
reverse DNS, or ensure that it matches the forward lookups.
This has been a common problem ever since widespread use of tcpwrappers (or
xinentd) became fashionable.
