Nope - it really actually is going to happen - at least in Cork anyway.
Cork corporation just yesterday finished receiving tenders from
engineering contractors for the road digging for it - and I have it on
fairly good authority that it will go ahead as the Corporation have a
vested interest in being the only company digging up the roads to lay
cables.  My mole reckons that although the ring is going ahead the "last
mile" could still be an issue as this is up to the likes of Eircom to
deal with.
