probably not..
if it's a RedHat 7.x box: have you looked at /etc/sysconfig/harddisks?
otherwise, something like hdparm -u1d1a16A1c1m16 /dev/hdX in an init
script might speed things up.
(be warned: some IDE drives and/or controllers have bugs that can
cause data corruption/loss if you enable dma/short interrupts. YMMV.)
