I believe lots of companies will sell some form of OS-less boxes...
afaik - Dell will sell the optiplex range with blank disks.

In fact you can even specify that your own image can be put on machines
before they are shipped out (for a small extra cost) which is cool.
I presume rival firms will offer a similar service.
Getting an OS-less machine isn't difficult at all there are heaps of firms
to choose from that will supply fully built, blank boxes.
Unfortunatly people that are new to computers aren't given much
of a choice when they visit the glossy household name retail outlets
and have a good scratch and sniff of the packard bells and whatever
else they have on show. And those sort of people buying their first
pc are probably the sort of consumers MS would like to target and
get their nails into.

From who? Dell, Gateway, (maybe HP), to a company perhaps, but not end
luser. I cannot as a consumer walk up to a faceless OEM and get an
osless machine...
