Try going through these links that I have accumulated on this, I'd be very
surprised if you couldnt manage it after going through these......

Great to help you understand it, but crap for helping you set it up, despite
what you may think at first. Gets you into Class Based Queueing discs, which
you will get frustrated with before you finish going through this howto.....
htb discs are the way to go, just make sure its in your kernel.
