DocBook can be used to produce LaTeX or HTML. It's written
in either XML or SGML markup, similar to LaTeX but with more
tags, and specifically focussed for technical documentation.

Once you've got stuff in DocBook, you can mess with stylesheets to 
get the required output "look".
