begobs.... it's amazing how those people at MS think of everything...
hang on a minute, with squid you can setup delay pools to limit
bandwidth and delay pools match on acls, and acls can be based on
user and protocol.
oh, and also: time of day, browser regex, ident lookup,
network/prefix, source or destination domain, url regex, etc.. etc..
yep, those MS people think of everything. if only open sores could be
as good as MS software...
