/etc/procmailrc is the system-wide equivalent here, but AFAIK it is
executed before ~/.procmailrc, not as an alternative to it. However, if
you're trying to enforce a system-wide length limit, how about using
O MaxMessageSize=<number>
in sendmail.cf?
